Introduction

The Hubert H. Humphrey Fellowship Program is for experienced professionals interested in strengthening their leadership skills through a mutual exchange of knowledge and understanding about issues of common concern in the United States and the Fellows’ home countries. The program provides ten months of non-degree academic study and related professional experiences in the United States.

Fellows are selected based on their potential for leadership and their commitment to public service in either the public or the private sector. The Program offers Fellows valuable opportunities for leadership development and professional engagement with Americans and their counterparts from many nations.

Approximately 150 Fellowships are awarded annually. The Hubert H. Humphrey Scholarship Program are tenable at selected host universities in the United States. Host institutions are selected based on their excellence in the Program’s designated fields of study and for the resources and support they offer Humphrey Fellows.

Hubert H. Humphrey Fellowship Program Benefits

  1. Payment of tuition and fees at the assigned host university;
  2. Pre-academic English language training, if required;
  3. A maintenance (living) allowance, including a one-time settling-in allowance;
  4. Accident and sickness coverage;
  5. A book allowance;
  6. A one-time computer subsidy;
  7. Air travel (international travel to and from the United States of America for the Program and domestic travel to required program events);
  8. A Professional Development allowance for professional activities, such as field trips, professional visits and conferences.

Eligibility

  • The Hubert H. Humphrey Fellowship Program is open to citizens of eligible countries in Sub-Saharan Africa, Europe and Eurasia, Middle East and North Africa, East Asia and Pacific, South and Central Asia, and Western Hemisphere.
  • An Undergraduate (first university or Bachelor’s) degree;
  • A minimum of five years of full-time professional experience;
  • Limited or no prior experience in the United States;
  • Demonstrated leadership qualities;
  • A record of public service in the community;
  • English language ability.

How to apply:

Application deadlines vary by country but usually fall around May to September each year. The nominating U.S. Embassy or Binational Fulbright Commission will advise you of its internal deadline for receiving applications.

Application is done through Embassies and Commissions which in turn must submit their nominations to the Institute of International Education office in Washington, DC by October 1, 2022.
