Young public administrators, business managers, and legal professionals expected to play active roles as future national leaders in Asian and other countries are eligible to apply for the YLP program.

Requirement and Selection

The recruitment and nomination of candidates to the Embassy of Japan are conducted by recommending institutions. The selection process includes:

  1. First Screening: Conducted by the host universities (document screening and interview).
  2. Second Screening: Conducted by the YLP Committee established by MEXT.
  3. Finalisation: Selection results finalised by MEXT.

How to Apply for MEXT Young Leaders Program Scholarship 2026 – Step-by-Step

Step 1: Check Eligibility

  • Must be from a country with diplomatic ties to Japan
  • Under 40 years old (as of Oct 1, 2025)
  • Hold a bachelor’s degree
  • 3–5 years of professional experience in a relevant field
  • English proficiency (TOEFL/IELTS may be required)
  • Requirements may vary by program/university

Step 2: Choose a Program & University

  • Public Administration – GRIPS
  • Business Administration – Hitotsubashi University
  • Law – Kyushu University
  • Healthcare – Nagoya University

  • Application form

Is the MEXT stipend enough?

A monthly stipend of at least 117,000 yen. This is usually more than enough for a comfortable life in Japan – however, this depends on where exactly you stay. A fully paid for Japanese preparation course (6 months or 1 year depending on level) in addition to your academic course.

What GPA do you need for the MEXT program?

To be eligible for the MEXT scholarship, one needs to demonstrate excellent academic achievement with a minimum Grade Point Average (GPA) of 2.30 (out of 3.0) in his/her recent academic degree and is expected to maintain the equivalent level during the entire scholarship period.

Does MEXT cover travel costs?

Unlike most other scholarships, MEXT scholarships are full scholarships that cover tuition, living expenses and roundtrip airfare. From the US around 25 students receive a MEXT scholarship to study in Japan every year.

How difficult is MEXT?

The MEXT Math exam is extremely hard, and a few months of practice is just not enough to prepare. I talked to students who couldn’t even solve one problem at their exam, let alone get a good score. Some of these exercises are very complicated, and sometimes, even the requirement is difficult to understand.

Is MEXT fully funded?
