The Hubert H. Humphrey Fellowship 2026 is a fully funded, non-degree program that brings accomplished mid-career professionals from Pakistan to the United States for a year of academic coursework and professional development. This ten-month program aims to foster mutual understanding and build lasting professional ties between the U.S. and participants’ home countries through leadership training and cultural exchange.

The program is administered by the United States Educational Foundation in Pakistan (USEFP) in partnership with the U.S. Department of State and the Institute of International Education (IIE). It honors the late Senator and Vice-President Hubert H. Humphrey, selecting fellows based on leadership potential and commitment to public service.

Hubert H. Humphrey Fellowship Eligibility Criteria

How does the selection process work?

The selection involves four rounds: screening for completeness and minimum qualifications, evaluation against criteria and shortlisting, in-person interviews in Islamabad between July-September, and final selection of candidates and alternates in October.

Will I need to submit any additional documents if I become a finalist?

Yes, finalists will be required to submit a medical history and examination form, scanned copy of valid passport, and No Objection Certificate (NOC) from employer/government of Pakistan.

Can I defer my Humphrey award to the following academic year?

No, you cannot defer.

If I decline Humphrey award, and reapply, will my application be given preference?

Although you are welcome to apply again, your application will not be given preferential treatment.

Can I take dependents?

Fellows who wish to have family members join them must receive prior approval after proving adequate personal funds for living expenses, dependent’s health insurance, and childcare. Dependents cannot accompany the fellows initially.

What is the duration of the fellowship?

The program duration is 10-12 months.

Who is ineligible for the Humphrey Fellowship?

Ineligible persons include university teachers/researchers with no management experience, those who attended U.S. graduate school in the last seven years or had long-term U.S. experience within the last five years, dual U.S./Pakistan nationals, those with a spouse/parent/child over 18 who is a U.S. citizen/permanent resident, and employees of the Fulbright organization or U.S. Department of State.
