The Development Management Scholarship 2026 offers a fully funded opportunity for international students to pursue a Master of Arts in Development Management (MADM) at Ruhr University Bochum in Germany. This prestigious scholarship, part of the DAAD EPOS programme, supports professionals aiming for careers in planning, implementation, and evaluation of development projects.

The scholarship is provided by the Institute of Development Research and Development Policy (IEE) at Ruhr University Bochum, a public research university founded in 1962. The IEE has been offering the MADM programme since 2000, with DAAD support through the Development-Related Postgraduate Courses (EPOS) scheme.

Development Management Scholarship Eligibility Criteria

  • A first university degree in a relevant field is required for admission.
  • Experience Needed: Real-world development management experience.
  • Career Focus: Positions as experts in: Planning, Implementation, Management, Evaluation of development programs and projects.
  • Applicants from the nations listed are eligible.
  • Bachelor of Arts or equivalent in a related discipline (political science or economics).
  • Applicants must have at least two years of relevant career experience for the DAAD-EPOS Program.
  • English Proficiency: TOEFL (79-80 iBT) or IELTS (6.0).

What is the language of instruction of the MADM programme?

The complete master programme in Bochum is in English.

What is the study duration?

The Master’s course is one and a half years in length (three semesters: two semesters of course work and one semester of field research in a developing country and writing of the master’s thesis).

Can I study the MADM programme as a distant learner?

No. All courses the MA Development Management offers are based at the university (though the IEE also for some courses uses blended learning techniques).

What are the student fees for the MADM programme?

Please note that the University of Bochum does not charge tuition fees but a registration fee, which is currently about Euro 362 per semester and includes the right to use public transport facilities within the whole Federal State of North Rhine-Westphalia (NRW SemesterTicket). Additional costs may arise from travelling to and from Germany twice, as there is a field research period included in the programme.

I want to apply for a DAAD scholarship. Do I need to submit any separate application?

Please use the IEE online application portal to apply for our MADM programme and for the DAAD-EPOS scholarship. Do not forget to upload a scan of the filled and signed DAAD application form and DAAD checklist that is available to download on our website.

What are the living costs?

Approximately 750 Euros per month are sufficient for living (including rent for accommodation, health insurance and expenses for food, books and excursions). Please check the brochure “Financial Needs”.

How much does the accommodation cost?

The price of accommodation is 300 – 450 Euros per month, depending on the hostel and the size of the room.

How do I get to Bochum University?

The nearest airport to Bochum is Düsseldorf. It is linked by rail to Bochum Main Station (“Hauptbahnhof”). You can take a regional train by buying a ticket from the fare zone D (Euro 16,50) through the VRR App, at the ticket machines or in the Deutsche Bahn Service Centre. The train ride takes around 40 minutes. If you arrive at the airport in Frankfurt, you can buy an ICE-ticket with Deutsche Bahn to get to Bochum. The train ride takes around two hours. Arriving in Bochum, frequent subway services operate between Bochum Main Station and Ruhr University (line U35). Take the direction Hustadt and you will arrive at the Ruhr University.
