The Research Training Program (RTP) is managed by participating universities on behalf of the Department of  Education and Training. On December 31, 2016, the International Postgraduate Research Scholarship (IPRS) ended. It was replaced by the Research Training Program (RTP) on January 1, 2017.

The RTP gives block grants each year to higher education providers (HEPs). These grants support both local and international students. They are studying for Research Doctorate and Research Masters degrees, which are called higher degrees by research (HDRs). Applications for RTP Scholarships need to be made directly to participating universities. Each university has its way of applying and selecting students.   • An RTP fee offset covers the tuition fees for a higher degree. This support is for research (HDR) students. Without this help, the students would have to pay these fees themselves. This requires that a university fully offset the tuition fee applicable to a student. This is not a stipend.
  • RTP allowances to assist students with ancillary costs of a higher degree by research (HDR). This includes costs for moving to do an HDR, printing the HDR thesis, and publishing it. It also covers health insurance for recipients and their dependents.
